Pursuant to an international pledge to reduce carbon emission intensity to 40% per GDP made at
the 15th United Nation Framework of Convention on Climate Change (COP)15 in 2009 by the
Malaysian government, cities in Malaysia have implemented various action plans and initiatives
on low carbon cities. These action plans and initiatives are guided by either the internationally
developed guidelines or Malaysian owned framework, known as the Low Carbon City Framework
(LCCF).
The LCCF, introduced in 2011 is a framework and assessment system to guide and asses the
development of cities and to support holistic sustainable development in Malaysia. The
framework (LCCF) serves as a guide to users on pertinent elements that contribute to the
reduction of GHG emission, while assessment system (LCCF Track) is a tool to determine current
carbon emission baseline and to monitor carbon reduction. As of June 2019, 52 local authorities
out of 154 have adopted or implemented the LCCF program. However, there are several issues
identified related to the assessment system well as the recent modification made to the
approach for carbon calculation.
This networking session will explore and discuss on what would be the most suitable ‘TOOL’ for
carbon emission calculation; comparing the LCCF national tool with other internationally and
widely used tools, such as the Global Protocol or Community-Scale Greenhouse Gas Emission
(GPC) and the Low Carbon Society (LCS), which are also used by many cities in Malaysia. This
session will help audience to identify what are the best tools to be adopted within their area that
are aligned with international reporting structure.
EXPECTED OUTCOME
1. Evaluation and assessment on the current status and achievement of low carbon
development.
2. Standardization of the carbon assessment tools in measuring and monitoring of carbon
emission.
3. Alignment of LCCFTrack with GPC reporting structure.
4. Specific methodology or tools in GHG calculation or assessment
